RESPONSIBILITIES:

This position is responsible for ensuring the efficient and proper running and effective management of all Company ABC functions and activities.

This position is required to afford his/her managerial knowledge and experience available to the organization, particularly in the areas of organization development, strategic management and planning.

This position builds managerial capacities at all levels of management within Company ABC, including coaching and guiding the Deputy General Manager as part of succession planning.

This position creates and maintains a coherent set of working procedures and guidelines for use by all Company ABC staff.

ORGANIZATION STRUCTURE:

This position reports to the Board of Directors and receives written direction from this group.

This position supervises and directs:

·         Deputy General Manager/Personnel Manager (1): All operations including (quality assurance) PMS, TSD, PU, Communication and Development

·         Procurement Manager (1): Procurement Function

·         Head of Finance and Accounts (1): Accounting, Financial Reporting, IT and Insurance

·         Administrative Officer/ Company Secretary (1): Management of Security guards, gardeners, cleaners, drivers and domestics issue Agenda + minutes Board, Board Committee and MT meetings, Supervising receptionist

This position provides indirect guidance to:

·                  Heads of PMS; TSD and PU: Management and planning; Communication; HRM issues (appraisal management; training)

·         Communications and Development Officer: Management and planning; Communication; HRM issues (appraisal management; training) + research issues

·         Store and Logistics Officer, Receiving Officer, Procurement Officer: Planning and communication

·         IT Officer: Planning and communication + IT issues

This position receives indirect guidance from:

·         Deputy General Manager, Procurement Manager: Board issues: Company ABC history, Ugandan and Company ABC Culture

·         MT Members: Act as a sounding board for a wide range of issues

Contacts:

This position has contact with the following individuals, departments and/or external contacts on the following basis:

·         MT members to discuss the general management of Company ABC, on a weekly basis

·         Head of Procurement: to discuss general procurement issues, on a bi-weekly basis

·         Deputy GM/Personnel Manager: to discuss general HRM issues, on a daily basis

·         Head of Finance and Accounts: to discuss general financial issues, on a bi-weekly to daily basis

·         Heads of PMS, TSD, PU: to discuss general department issues, as required

·         IT Officer, Comm. and Development Officer: to discuss general issues

·         Hospitals, Medical Superintendents; Health Centres, In charge: To discuss customer satisfaction, a semi-annual basis

·         IDA, Director: To discuss the annual procurement contract, three times per year

·         NDA Board, Board Member: four to six times per year

·         MEDS, General Manager: one to two times per year

·         Ministry of Health: to discuss the Essential Drug Pull Program, Health Sector Strategic Plan, and health issues in general

SPECIFIC RESPONSIBILITIES:

·         Implement all decisions made by the board and ensure that Board is duly informed on relevant matters concerning Company ABC; Act as Secretary to the Board, Annual General Meeting, Management and Finance Committee; Act as a member of the Technical and the Pharmaceutical Committees

o          defining strategic /operational plans, Annual Action Plan/Budget and presenting them to the board

o          reporting quarterly to the board of directors about progress and results

o          discussing proposals/plans/results with relevant board committees and reporting about progress

o          consulting chairpersons of Board/ Board Committee (other members) on relevant issues

o          organising/preparing/ participating in Board of Directors, Board Committee and Annual General Meeting, including the care for proper compiling of minutes of meetings

o          attending and actively participating in meetings of the Pharmaceutical Committee

o          delegating the attendance of the Technical Committee to the Deputy General Manger

·         Oversee all the day-to-day administration of Company ABC and coach members of the management team in their task and duties; Organise and chair meetings of the Management team of Company ABC; Oversee MS finances and lead the Management Team in planning and budgeting in line with chosen objectives and strategies; Act as a member of the Procurement Team

o          participating once or twice a year in Customer Field Visits

o          having regular formal and more informal work progress meetings with MT members

o          an open door policy for key personnel and walking around with open eyes and ears

o          agreeing on personal objectives and training for MT members

o          regular progress meetings on personal objectives and individual performance

o          preparing proper agenda and ensuring proper preparation of agenda items

o          proper writing of minutes (incl. control)

o          assuring quarterly reporting on and reviewing of income and expenditure statement

o          assuring monthly reporting on and reviewing of cash flow statement

o          assuring the implementation of the annual action planning and budget cycle

o          attending and actively participating in the bi-weekly meeting of the procurement team

·         Plan for the strategic development of the organization on the basis of the business plan 2001-2006; Develop and maintain a comprehensive set of operational procedures and guidelines as part of a quality assurance system for the organization

o          keeping alive the vision, mission and cultural values of the Company ABC organization

o          assuring a properly defined set of Objectives and strategies as basis for operational planning

o          defining a comprehensive set of targets for the different parts of the Company ABC organization

o          organizational development in line with strategy

o          assuring management and personnel development, including training

o          developing/ improving policies/guidelines/directives as part of development action planning

o          pursuing a way of working, based on quality consciousness and of sticking to the rules

·         Represent Company ABC in the external world including the Board of the National Drug Authority

o          being a board member of NDA and attending and participating in the Board meetings

o          participating in meetings of Ministry of Health and of any other organization (NGO competitors, etc) as far as appropriate

·         Provide reports to the following individuals, departments and/or external contacts on the following basis:

o         management report to Board of Directors to provide annual action plan and progress report on a quarterly basis

o         finance committee report to Board of Directors to provide activity report of the finance committee on a quarterly basis

o         Action Plan to Board of Directors to lay down targets and actions to realize the objectives/strategies of Company ABC, on a quarterly basis

o         Strategic Plan to Board of Directors to explicitly lay down objectives and strategies derived from Company ABC mission, every three to five years

o         Annual Report to Board of Directors and AGM to provide Annual Performance Report of Company ABC, on an annual basis

WORKING CONDITIONS:

This position is subject to long working hours (10 -11 hours), on a daily basis.

QUALIFICATIONS:

Bachelors Degree, Masters Degree, and Experience
